§ 32.102 POWERS AND DUTIES; LIMITATIONS.
   (A)   Powers and duties enumerated. The Village Services Director shall perform services on behalf of the village, as directed and assigned by the Mayor and Board of Trustees, including, but not limited to:
      (1)   Direction, coordination and supervision of village services to residents and businesses;
      (2)   Direction, coordination and supervision of:
         (a)   Public works, water, sanitation, streets and municipal improvements;
         (b)   Village properties; and
         (c)   Public ways.
      (3)   Coordination of village departments, boards and commissions toward the goal of achieving efficient operation of the village government;
      (4)   Liaison assistance between village departments, boards, commission, employees and officials for the purpose of providing coordinated services to the public and citizenry of the village;
      (5)   Responses to public requests and inquiries concerning village operations and services;
      (6)   Coordination and supervision of compliance notices and complaints pertaining to alleged violations of village health, building and zoning codes and ordinances to assure vigorous prosecution thereof and the presentation of relevant testimony and documentation;
      (7)   General supervision of village employees with implementation and recommendation of village personnel policies and practices;
      (8)   Assistance in providing information to residents and business persons in the village, in cooperation with the Community Relations Department and other departments, as to village activities and programs;
      (9)   Attendance, as official representative of the village and Village Board, at meetings concerning all municipal functions with other governmental bodies and agencies, civic, neighborhood, business, religious, charitable, homeowners’, apartment dwellers’ and condominium members’ organizations and associations; and
      (10)   Attendance at regular, special and committee meetings of the Mayor and Board of Trustees for the purpose of receiving directions therefrom and public participation thereat.
   (B)   Reports required. Not less than once each fiscal year and at any other times as requested by the Mayor or Board of Trustees, the Village Services Director shall provide a written report of his or her services, activities, programs and duties, together with recommendations, and the proposals received from others, as to additional and further Village Services Director activities, plans, duties, responsibilities and studies.
   (C)   Limitations on powers. The Village Services Director shall have no power to incur liability or, in any way, transact business for or in the name of the village.
