§ 32.027 POWERS AND DUTIES; COMPENSATION.
   (A)   Executive duties; compensation. The Mayor shall perform the duties and exercise the powers conferred upon the mayor of a city as prescribed and provided by the Illinois Municipal Code (ILCS Ch. 65, Act 5, §§ 1-1 et seq.). The Mayor shall devote full time to the duties of the office as the faithful discharge thereof may require and shall receive as compensation therefor at an annual salary of $35,000. This compensation shall apply to the Mayor elected to the Office of Mayor for the village on and after April 4, 2017.
   (B)   General duties. The Mayor shall supervise the conduct of all appointed officers and see that they faithfully and efficiently discharge the duties of their respective offices; shall inquire into all reasonable complaints made against them and cause all their neglects or violations of duties to be promptly corrected; and shall, from time to time, give to the Board of Trustees information relative to the affairs of the village as may be deemed proper and recommend to its consideration any measure may be deemed expedient, tending to the well-being, security and improvement of the village.
   (C)   Appointments and removals.
      (1)   The Mayor shall appoint all officers of the village whose appointments are not otherwise provided for by statute, and whenever a vacancy shall occur in any office which, by statute or ordinance, the Mayor is authorized to fill, shall, at the regular meeting of the Board next occurring, communicate the name of an appointee to the office, and pending the approval or rejection by the Board as to the appointment, may designate some suitable person to discharge the duties of the office.
      (2)   The Mayor shall have the discretionary power to remove all appointed officers or employees of the village from their positions in or employment by the village. The Mayor shall report the removal to the Board of Trustees as provided by the State Municipal Code.
   (D)   Ordinance approval or veto. The Mayor shall carefully inspect all ordinances passed by the Board of Trustees and fix the Mayor’s official signature to such as may be approved and return them to the Clerk; ordinances as shall not be approved shall be returned to the Board, with objections thereto, in writing, at the next regular meeting occurring after the passage thereof. The veto may extend to any one or more items or appropriations contained in any ordinance making appropriations or to the entire ordinance, and in case the veto only extends to a part of the ordinance, the remainder thereof shall take effect and be in force, but in case the Mayor shall fail to return any ordinance with objections thereto by the time aforesaid, the Mayor shall be deemed to have approved the ordinance and the same shall take effect accordingly.
   (E)   Signatures; license revocation.
      (1)   The Mayor shall sign all commissions, licenses, permits and warrants granted, issued or ordered by the Board or authorized by the provisions of this code, except for permits provided to be issued by or under the signature of the Health Officer or Fire Chief, and may revoke any licenses for any violations of the provisions of this code.
      (2)   The Mayor shall sign and is hereby authorized to sign all instruments necessary to the prompt prosecution or defense of any or all actions brought by or against the village, including bonds for injunction.
   (F)   Release prisoners. The Mayor may, for good and sufficient reasons, release any person imprisoned for violation of any provisions of this code. The Mayor shall cause a proper record thereof to be made and shall report the release, with the cause therefor, to the Board at its first session thereafter.
