There shall be elected at the regular annual village election for the year 1973, and every four years thereafter, a Mayor of the village who shall hold office for four years and until a successor is elected and qualified. The Mayor shall be a citizen of the United States, a qualified elector and shall have resided within the village at least one year next preceding the election at which he or she is a candidate.
