All books, papers, vouchers, warrants, entries, accounts and memoranda of each and every officer and employee of the village may be examined at any time by the Mayor, and the Mayor and Board of Trustees may, by resolution, call upon any officer to make a report, in writing, of any subject matter which the Board may designate and within the time as the resolution may prescribe.
