§ 31.13 COMMITTEES.
   (A)   Standing committees.
      (1)   There shall be nine standing committees, as follows:
         (a)   The Committee of The Whole;
         (b)   Public Works;
         (c)   Scavenger;
         (d)   Fire;
         (e)   Police;
         (f)   Emergency Management Agency;
         (g)   Buildings and Plats;
         (h)   Water; and
         (i)   Wellness.
      (2)   The Mayor shall appoint one Trustee as Chairperson of each standing committee and other Trustees as the Mayor may designate as members of each committee. These appointments shall be made during May of each municipal year and shall be for annual terms. The Mayor shall be an ex-officio member of each committee.
   (B)   Special committees. Special committees, where required, shall also be appointed by the Mayor. Special committees shall be discharged upon acceptance of their final reports.
   (C)   Jurisdiction of committees.
      (1)   Unless in case of emergency, committee meetings shall be called by written notice at least 24 hours prior to the time of meeting. Each member shall attend promptly at the hour stated in the notice or, if unable to do so, shall notify the Chairperson of the committee to that effect.
      (2)   All ordinances, petitions, resolutions, orders and communications to the Board shall be referred to appropriate committees to be announced by the Mayor.
      (3)   All warrants shall be presented to the Board by the Clerk not less than 48 hours prior to the meeting at which the warrants are to be considered for approval; however, this provision shall apply to only bills received by the Clerk on or before the Saturday preceding the meeting.
      (4)   The Finance Committee shall approve and recommend the payment of all bills and expenses; however, other committees may be referred bills for initial examination and investigation prior to referral to the Finance Committee.
      (5)   Any bill adversely reported by the Finance Committee or other committee shall be, on the request of any two Trustees, referred to a special committee before the same is disallowed.
   (D)   Reports of committees.
      (1)   Standing and special committees to whom references are made shall, in all cases, report at least once in each month unless further time be granted by a vote of the Board. Upon discretion of the Chairperson of each committee, reports may be in writing and, if written, the reports shall be signed by committee members concurring therein. Minority reports may be received at the same time with majority reports and shall be in similar form.
      (2)   The Mayor may require written reports.
      (3)   All reports of committees shall be directed “To the Mayor and Board of Trustees”. They shall briefly describe the matter referred and the conclusion shall be summed up in the form of an ordinance, order, resolution, recommendation or some other distinct proposition.
   (E)   Meetings.
      (1)   Except as provided in division (E)(2) below, Board Committee meetings will be held at 7:00 p.m. in the Crestwood Village Hall, 13840 South Cicero Avenue, Crestwood, County of Cook, State of Illinois, on the first and third Tuesday of each month, except as otherwise noticed or rescheduled, all as provided by law.
      (2)   Village Board Committee of the Whole meetings will be held at 7:00 p.m. in the Crestwood Village Hall, 13840 South Cicero Avenue, Crestwood, County of Cook, State of Illinois, on the first and third Tuesday of each month (except July and August, which will be on the third Tuesday of the month only).
