§ 31.07 PASSAGE OF ORDINANCES.
   (A)   Generally. No ordinance shall be finally passed by the Board at the same meeting at which the ordinance shall be introduced, except by unanimous vote or after a suspension of these rules.
   (B)   Expenditures. A concurrence of a majority of all members elected shall be necessary to the passage of any ordinance or proposition to create any liability against the village or for the expenditure or appropriation of any money.
