   (B)   Parking prohibited in city parks. The following directives shall designate, restrict and control the parking of any motor vehicle of any type in the area of the City of Crestview Park (ball fields and soccer fields) located in the area of Pine Hill Drive as follows:
      (1)   During hours of operation of the park for public use, generally dawn to dusk, no person, whether attending an event at the park or parking for any other purpose shall park any motor vehicle of any kind on the upper parking area nor the lower level parking area, designated for parking, for a period of time in excess of three hours;
      (2)   During the hours when the park is closed for use, generally after dusk and before dawn, citizens of the City of Crestview and their guest may use the upper level of parking at the park for overflow parking for gatherings at their residences or at other areas within the city limits of the City of Crestview, however, at no time shall any person park or allow the parking of any motor vehicles of any type to be parked in the lower level parking overnight;
      (3)   Designated lower level parking area, during periods of time when there are no organized ball games being played at the park and after the City of Crestview has installed a shelter and/or playground equipment, parking shall be permitted during the hours the park is opened for operation, generally after dawn and until dusk; during the time the park is closed, after dusk and until dawn, then no person shall park or allow the parking of any motor vehicle of any type in the designated lower level parking area.
      (4)   The restrictions as set forth herein above shall not apply for any City of Crestview sponsored events.
