§ 72.14 EMERGENCY PARKING RESTRICTIONS.
   (A)   The Mayor has the authority when proper emergency exists to declare an emergency and restrict the parking on city streets to city residents only or those designated to park on the streets by residents of the city.
   (B)   The city shall post signs declaring such an emergency warning motorists that the city streets are only open to residents of the city or designees of the city's residents.
   (C)   If a motorist claims to be a designee of a city resident, it is the burden of the motorist to prove same. Otherwise, the police are authorized to only permit residents of the city and designees of the residents of the city to park within the city limits.
