§ 72.06 PARKING ON CITY STREETS DURING THE HOURS OF 3:00 A.M. TO 6:00 A.M. PROHIBITED; TOWING AUTHORIZED.
   (A)   There shall be no parking of any vehicles on city streets, public ways, or rights-of-way, from 3:00 a.m. until 6:00 a.m. on any day of the week, unless the resident has applied for and received an overnight parking pass issued by the City Administrator or his or her designee.
   (B)   Upon request, the City Administrator, and his or her designee, may issue to residents a temporary parking pass to permit parking of one (1) or more vehicles on the city streets, public ways, or rights-of-way from 3:00 a.m. until 6:00 a.m. due to special circumstances, such as visitors, construction, moving, or other such circumstances. Said parking pass is a limited privilege only, and shall not exceed twenty-one (21) consecutive days for any vehicle.
   (C)   (1)   Applications for a parking pass must be made in advance of the date that the pass will be used. All applications must contain the name of the person requesting the pass; their address and phone number; the dates for the overnight pass; and the reason for the request. Requests shall be granted in the order received, and based upon availability of on-street parking on any given date. Routine use of parking passes by any household for continued, ongoing parking or storage of one (1) or more vehicles on the public rights-of-way or streets shall not be permitted.
      (2)   The City Administrator may in his/her discretion deny issuance of one (1) or more parking passes to applicants if the City Administrator has reason to believe that the applicant and/or members of the applicant's household are abusing the parking pass privilege. Abuse of the parking pass privilege includes, but is not limited to, any applicant or applicant's household staggering multiple applications for routine, regular parking of one (1) or more household vehicles on the public rights-of-way and streets; misrepresenting the reason for the parking pass; misrepresenting the applicant; or defacing or altering the parking pass.
   (D)   All permits must be visibly displayed in the vehicle by hanging or affixing it to the rearview mirror, or placing it on the front dashboard of the vehicle.
