(A) There shall be no parking of any vehicles on city streets, public ways, or right of ways, from 3:00 a.m. until 6:00 a.m. on any day of the week unless the resident has applied for and received an overnight parking pass issued by the City Administrator.
(B) Upon request, the City Administrator may issue to residents a temporary parking pass to permit parking of one or more vehicles on the city streets, public ways, or right of ways from 3:00 a.m. until 6:00 a.m. due to special circumstances, such as visitors, construction, moving, or other such circumstances. Said parking pass is a limited privilege only, and shall not exceed ten (10) consecutive days for any vehicle.
(C) (1) Applications for a parking pass must be made in advance of the date that the pass will be used. All applications must contain the name of the person requesting the pass; their address and phone number; the dates for the overnight pass; and the reason for the request. Requests shall be granted in the order received, and based upon availability of on-street parking on any given date. Routine use of parking passes by any household for continued, ongoing parking or storage of one or more vehicles on the public right of ways or streets shall not be permitted.
(2) The City Administrator may in his/her discretion deny issuance of one or more parking passes to applicants if the City Administrator has reason to believe that the applicant and/or members of the applicant's household are abusing the parking pass privilege. Abuse of the parking pass privilege includes, but is not limited to, any applicant or applicant's household staggering multiple applications for routine, regular parking of one or more household vehicles on the public rights-of-ways and streets; misrepresenting the reason for the parking pass; misrepresenting the applicant; or defacing or altering the parking pass.
(D) All permits must be visibly displayed in the vehicle by hanging or affixing the permit to the rear view mirror.
