§ 71.28 VEHICLES TO BE OPERATED ONLY ON PAVED STREETS OR WAYS.
   (A)   Motorized vehicles shall be operated only on public and private streets, avenues, or ways which are paved and used by the members of the general public as a street, avenue or way.
   (B)   It shall be unlawful to operate a motorized vehicle at any time on a trail or other unpaved area for pleasure or for no apparent useful purpose.
