137.01 ESTABLISHED.
   There is hereby established a Shade Tree Commission to consist of six citizen members and one member of Council. The six citizen members of the Commission shall be appointed by the Mayor, with the approval of Council, for terms of one, two or three years, commencing August 1, 1993. At the expiration of the term of any member, appointments shall be made for a term of three years. The member to be appointed from Council shall be appointed in the same manner and the term of office of such Councilman shall be the same as his term of office as Councilman. Commission members shall serve without compensation.

137.02 OFFICERS; MEETINGS.
   The Shade Tree Commission shall elect from its members a Chairman, Vice-Chairman and Secretary. It shall meet at least every three months at a time and place to be fixed by the Commission, shall hold public hearings from time to time after proper notice as deemed necessary and advisable by the Commission and shall answer all communications addressed to it.

137.03 PURPOSE; DUTIES.
   (a)   The purpose and duty of the Shade Tree Commission shall be to act in an advisory capacity to Council in regard to the removal, trimming, pruning, surgery, planting and replanting of shade trees on the streets, parks and public places in the City and to assist in securing the cooperation of the residents in a coordinated and planned program of tree protection and planting on public and private property. A further purpose of the Shade Tree Commission is to propose legislation to the Council as is consistent with and is in furtherance of municipal authority granted by Ohio R.C. 715.20.
   (b)   The Shade Tree Commission shall survey and appraise the condition of all of the trees located on public property in the City and shall, at least once a year, report to Council its recommendations for the protection, care, preservation, planting and replanting of such trees. Council may from time to time refer to the Commission any matters or questions brought to the attention of Council concerning trees in the City and may request the Commission to prepare special reports or recommendations in regard to tree protection or tree planting programs.
