The Safety-Service Director shall issue such permit on being satisfied that applicant is qualified to perform the services for which the permit is issued after he has considered all the conditions of Section 721.02 and has received the sum of one thousand dollars ($1,000) for a new permit or an annual fee of one hundred fifty dollars ($150.00) for a renewal permit.
