(A) Final plans shall be drawn at a scale of one inch equals not more than 50 feet on sheets measuring either 18 inches by 24 inches or 24 inches by 36 inches. If more than one sheet is required to show the entire subdivision, then a key diagram showing the relative location of the several sheets shall be provided and such match-line data as necessary to match all drawings shall be provided.
(B) The following information shall appear on the final plan drawings or, if necessary for the sake of clarity, shall accompany the preliminary plan as an attachment thereto:
(1) Name or other identifying title;
(2) Date, including the month, day and year that the final plan was completed; the month, day and year for each revision thereafter; and the month, day and year upon which preliminary plan approval was granted by the Borough Council;
(3) Name and mailing address of the subdivider or developer and the owner of record, including the source(s) of title to the land being subdivided, as shown by the records of the County Recorder of Deeds;
(4) (a) Name, address and license number of the registered engineer, architect, landscape architect or professional land surveyor responsible for the plan. The professional seal of such individual must appear on the plan drawings which will be endorsed by the borough.
(b) Where the plan proposes new roads, new stormwater management facilities or new mains for sanitary sewage or water supply, the design of such items must bear the seal of a registered professional engineer. The Borough Engineer may not represent an applicant;
(5) Names of owners and deed book reference numbers for all abutting properties;
(6) A key may for the purpose of locating the property being subdivided, drawn at a scale of one inch equals not more than 1,000 feet, showing the relation of the property, differentiated by tone or pattern, to adjoining property. All streets, roads, municipal boundaries, zoning districts and watercourses within 1,000 feet of any part of the subject property shall be shown;
(7) Total tract boundaries of the property being subdivided, showing bearings to the nearest second and distances to the nearest hundredth foot. Error of closure shall not exceed one foot in 10,000 feet;
(8) The following data shall be shown for all lot lines, both existing and proposed:
(a) The length of all straight lines in feet to the nearest hundredth of a foot; and
(b) The length of feet to the nearest hundredth of a foot of both the radius and arc of all curved lot lines, and the measure of the central angle of arcs in degrees, minutes and seconds.
(9) A statement of total acreage of the property to the nearest hundredth acre. If the total acreage is less than one-quarter acre, this figure shall be stated to the nearest thousandth acre and in square feet;
(10) The size of all proposed lots to the nearest hundredth acre. For proposed lots smother than one-quarter acre, this figure shall be stated to the nearest thousandth acre and in square feet;
(11) Lot numbers, including a statement giving the total number of lots being created;
(12) A statement of the intended use of any and all nonresidential lots;
(13) All existing and proposed streets (whether public or private, paved or unpaved) within and adjacent to the lot proposed for subdivision, including names, right-of-way widths and cartway widths. The following data shall be shown on for the cartway edges, right-of-way lines and centerlines for all existing, recorded and proposed streets within and abutting the property to be subdivided or developed:
(a) The length in feet to the nearest hundredth of a foot of all straight lines;
(b) The length in feet to the nearest hundredth of a foot of both the radius and arc of all curved lines, and the central angle of arcs in degrees, minutes and seconds;
(c) The width in feet to the nearest hundredth of a foot of the cartway and the right-of-way; and
(d) The location (and elevation, if established) of all existing and proposed street monuments upon or adjacent to the tract.
(14) All proposed streets on any official map which may be adopted by the borough;
(15) A clear sight triangle shall be shown for all street intersections;
(16) If a new access to a state road is proposed, the highway occupancy permit number(s) shall be indicated for all such accesses;
(17) Zoning data, including the following, where applicable:
(a) Existing regulations, include district designations, requirements for lot sizes and setbacks, and any zoning district boundary lines traversing the subject tract;
(b) Any changes in the existing zoning to be requested by the applicant; and
(c) Any regulations other than borough zoning (Chapter 155 of this code of ordinances) governing lot size or yard requirements.
(18) Contour lines with a vertical of not less than two streets;
(19) Location and elevation of the datum to which contour elevations refer;
(20) All existing sewer lines, water line, fire hydrants, electric and telephone utility lines and rights-of-way, culverts, bridges, railroads, quarries, strip mines, watercourses, floodplain areas and other significant human-made and natural features within the subject tract and 20 feet beyond the limits of said tract;
(21) All existing structures, the limit of existing tree masses, the location of single trees outside of a tree mass which are over three inches in caliper at four feet above ground level, and other significant features;
(22) All easements and rights-of-way where provided for or owned by public services and any limitations which may be thereupon. Rights-of-way shall be shown and accurately identified on the plan; easements shall either be shown or specifically described on the plan. Easements shall be located in cooperation with the appropriate public utilities;
(23) Sanitary sewers, where proposed, showing the proposed size(s) and material of the mains, proposed manhole locations, invert elevations and the location(s) of proposed connection(s) with existing sewerage infrastructure. If sewage disposal is to be provided by an on-site system, then the location of all soil percolation test holes shall be shown;
(24) Stormwater management facilities, including storm sewers as may be proposed showing the proposed size(s) and material of the mains, proposed manhole locations, inlets, culverts, invert elevations and the location(s) of proposed connection(s) with any existing storm sewer system and the proposed location of outfall;
(25) Parks, playgrounds and other areas proposed to be dedicated or reserved for public use. A statement shall be provided indicating any and all conditions governing such use;
(26) Floodplain areas, including the floodway, flood fringe, the general floodplain and the special floodplain, as defined and regulated by Chapter 153 of this code of ordinances and 154.125 and 154.126. Said floodplain areas are hereby established as those areas indicated on the flood boundary and floodway map which accompanies the flood insurance study prepared for the borough by the FEMA and the Federal Insurance Administration, dated May 18, 2021;
(27) Wetlands, as established by an individual qualified to make such determination, in accordance with the guidelines of the U.S. Army Corps of Engineers as provided in the Wetlands Delineation Manual (publication TRY 87-1, latest edition);
(28) The location of all existing and required boundary line (perimeter) monuments;
(29) A certification of ownership, acknowledgment of plan and officer of dedication shall be lettered on the plan, shall be duly acknowledged and signed by the owner(s) of the property, and shall be notarized. The wording of such note shall be as follows:
“On this, the day of [month], [year], before me, the undersigned officer, personally appeared ________________, who, being duly sworn according to law, deposes and says that (s)he is the owner(s) of the property shown on this plan, that the development plan thereof was made at his/her direction, that (s)he acknowledges the same to be his/her act and plan, and desires the same to be recorded as such according to law. All streets shown and not heretofore dedicated are hereby dedicated to the public use”.
(30) A signature block to indicate approval of the plan by Borough Council and the Borough Planning Commission.
(C) The final plan shall be accompanied by the applicable supplementary data required by this division (C) in addition to profile sheets for all proposed streets within the tract. Such profile sheets shall show at least the following information, properly labeled:
(1) Existing (natural) profiles along the centerline of each street;
(2) Proposed finished grade of the centerline. Proposed grades shall be labeled with the percent of grade to the nearest 0.01%;
(3) The length of all vertical curves; and
(4) Existing and proposed sanitary sewer mains, manholes, storm sewer mains, inlets, manholes, culverts and water mains. Labeling shall include percent of grade to the nearest 0.01%, manhole and inlet elevations and invert elevations at inlets, manholes and point of discharge (if within or adjacent to the tract) or point of connection to an existing sanitary or storm sewer system.
