It shall be the duty and responsibility of the Borough Engineer to recommend to Council, in the case of any individual property, whether the abutting sidewalk shall be completely reconstructed or whether the same shall be repaired only, and the notices referred to in §§ 152.21 and 152.22 shall be based upon such recommendations, subject to the authority of the Borough Council to accept, reject or modify such recommendations.
