§ 152.01 PERMIT REQUIRED; INSPECTION OF WORK.
   (A)   No owner, contractor, company, corporation, utility or tenant shall commence with the opening, repair or restoration of any street surface, shoulder or berm unless first obtaining a permit from the borough. The fee for obtaining such permit shall be as established by the Borough Council by resolution. Upon commencing construction, during and following completion of the opening or installation and before placing any backfill and/or surfacing materials, the permittee shall notify the Borough Inspector, who shall forthwith inspect the installation to determine that it is in compliance with the requirements of this subchapter.
   (B)   If found to be in compliance with this subchapter, the Borough Inspector shall countersign the permit and note the date of his or her inspection. If found not to be in compliance, the Borough Inspector shall notify the permittee, in writing, of the nature of the noncompliance, and the street shall not be placed into use until the condition has been corrected and re-inspected by the Borough Inspector and the permit countersigned by him or her.
