(A) Upon the declaration by the Road Committee Chairperson, and in his or her absence the Mayor, and in his or her absence the Council President, that the snow emergency no longer exists, the Road Committee Chairperson, and in his or her absence the Mayor, and in his or her absence the Council President, shall institute a program of clearing the cartways of snow, sleet and ice on all other borough streets not designated as snow emergency routes. By appropriate press release to all news media, the owners and operators of all vehicles shall be instructed as follows:
(1) Within 24 hours all vehicles parked on the north-south streets shall be removed from those streets until cartway widening has been completed; and
(2) Within 48 hours all vehicles parked on the east-west streets shall be removed until cartway widening has been completed.
(B) The fire police shall, through the use of their loudspeaker equipment, assist in informing and instructing the public as to their responsibilities in removing vehicles from the various streets both during the time of the snow emergency and after the snow emergency no longer exists and non-snow emergency roadways must be cleared of snow, sleet and ice.
