§ 51.076 DECLARATION OF PURPOSE.
   It is declared that enactment of §§ 51.001, 51.015 through 51.020, 51.035 through 51.041, 51.055 through 51.060, 51.075 and 51.076 is necessary for the protection, benefit and preservation of the health, safety and welfare of inhabitants of this borough.
