(A) No person, firm or corporation (other than the person, firm or corporation authorized and licensed by the city to remove recyclables as part of the city's curbside recycling program) shall remove or cause to be removed any item, container or material placed in or about a receptacle or container designated for use as part of the city's curbside recycling program.
(B) This section shall be enforced as provided in §§ 94.14 and 94.99, which provide for a mail-in ticket procedure. The amount of the fine shall be $25 for the first offense, and $50 for each subsequent offense, if paid within five working days of the date on which the citation is received, provided that such fine shall be $50 for the first offense, and $100 for each subsequent offense, if not timely paid within each five working days.
