Existing downspout drains, driveway and areaway drains which flow toward, or enter upon, the street right-of-way and which are not connected to storm sewers, shall be modified so as to conform to the provisions of § 51.04 herein within 45 days from the date of this chapter. The only exemption from this shall be drains which prior to this chapter had been placed through the curb so that storm water empties directly into the public street gutter, and only then with the written approval of the City Engineer.
