§ 51.04 DISPOSAL OF STORM WATER.
   (A)    If the storm water cannot be disposed of in a public storm sewer, and the lot slopes to the rear, the storm water shall be carried in a pipe into the rear yard to a point approximately equidistant from the two side lot lines.
   (B)    In the event that the lot slopes toward the front, the roof drain downspouts shall terminate within ten feet of the stucture and shall have a splash block to spread the water. The intent of this section is to spread the water over the lawn, encourage absorption by the ground, and to eliminate concentrations of water directed toward the street.
   (C)    No storm water shall be discharged toward or in the immediate vicinity of a front property line. The termination of the pipe shall be marked so that during final inspection, the Building Inspector may approve or order changes in same.
