There is also created a Stormwater Special Taxing District (“the District”), consisting of all territory within the corporate boundaries of the city, and to include such additional area as may lawfully be annexed to the city from time to time. The District exists to provide for the collection and disposal of stormwater in and from the District in a manner that protects the public health and welfare and to levy special benefit taxes and/or user fees for purposes of stormwater collection and disposal. The District shall be funded through one or more means available to stormwater utilities set forth in I.C. 8-1.5-5.
