(A) All existing property, accounts, and facilities of the Wastewater Department of the city which are dedicated solely for the collection and disposal of stormwater shall be and hereby are transferred to the Department of Stormwater Management.
(B) The Department of Stormwater Management ("the Department") shall be controlled by the Board of Public Works and Safety. The Board of Public Works and Safety has exclusive jurisdiction over the collection and disposal of stormwater within the District.
