(A) The Utility Service Board shall consist of five members, all of whom shall be residents of the city.
(B) All members hereafter appointed to fill expired terms of members of the Utility Service Board shall be for a four-year term. The appointment shall be made by the authority that appointed the member whose term has expired.
(C) Any vacancy in the membership of the Utility Service Board shall be filled by appointment for the unexpired term of the vacating member. Upon expiration of term, death of member, resignation of member or vacancy for any reason, such vacancy shall be filled by appointment by the authority which appointed the vacating member of the Utility Service Board.
(D) The Common Council, with approval of the Mayor, shall have the power to expel any member of the Board for violation of official duty, or may expel a member for reasons of disability.
(E) The Common Council shall have the power to hold hearings to determine if such cause exists for the termination of a member’s appointment to the Utility Service Board.
(F) The President of the Utility Service Board shall receive a salary of $260.00 per month for the year 1998; all other members of the Utility Service Board shall receive a salary of $208.00 per month for the year 1998; thereafter the President and members may receive annual salary increases equal in percentage to the increases awarded by the Common Council to the elected officials of the city.
(G) One liaison member of the Council shall be appointed by the Mayor to serve as an ex-officio member of the Board without power to vote and without additional remuneration.
