The City Plan Commission shall be composed of nine members, five of whom shall be citizens of the city, qualified by knowledge or experience to act in matters pertaining to the development of a city plan and who do not hold any other office in the city government and who shall be appointed by the Mayor, one of whom shall be appointed for two years, two of whom shall be appointed for three years, and two of whom shall be appointed for four years, from and after January 1 of the year of their appointment; and at the expiration of the original appointments shall be appointed for terms of four years. The other four members of the Commission shall be composed of one member of the Council selected by it, one member of the Board of Park Commissioners selected by it, the President of the Board of Public Works, and the City Engineer.
