The effect of the passage of this chapter will not be to require property owners within the Downtown Commercial District to put in place, at their expense, any particular sidewalk or streetscape improvements, other than those improvements associated with the existing requirement to repair and replace the sidewalk and curbing in front of that owner’s property per the specifications of this chapter.
