§ 155.01 CONSTRUCTION REQUIREMENTS/STANDARDS ADOPTED.
   The following requirements and standards are hereby adopted as the applicable construction requirements and standards for the Downtown Crawfordsville Commercial District (the “district”), as the same is designated by the Crawfordsville Common Council:
   (A)   Benches. Benches, if installed shall be the following or substantially similar in style and color:
      (1)   Scarborough Benches.
      (2)   Backed, 72 inches in length.
      (3)   Horizontal strap seat.
      (4)   Freestanding/surface mount.
      (5)   Powder coat, color: grotto (black).
   (B)   Trash receptacles. Trash receptacles, if installed, shall be the following or substantially similar in style and color:
      (1)   Victor Stanley “Ironsites” Trash Receptacles.
      (2)   36 gallon standard lid with plastic liner.
      (3)   3/8-inch solid steel bars.
      (4)   Color: VS black.
   (C)   Planters. On-street planters, if installed, shall be the following or substantially similar in style and color:
      (1)   Longshadow Planters.
      (2)   International 36 X 24 LS 9093.
      (3)   24.5 inches high.
      (4)   36 inches in diameter.
      (5)   16-inch diameter base.
      (6)    610 pounds.
   (D)   Tree grates. On-street tree grates, if installed, shall be the following or substantially similar in style and color:
      (1)   Urban Accessories.
      (2)   OT Series Combination Tree Grate.
   (E)   Trees. Trees, if planted in the streetscape, are recommended to be one of the types selected by the Department of Planning and Community Development for use in urban settings.
   (F)   Planter boxes. Window sill planter boxes, if installed, shall be the following or substantially similar in style and color: Copper Creek Arts copper window planters.
   (G)   Bollards. Bollards, if installed, shall be the following or substantially similar in style and color:
      (1)   Urban accessories - San Francisco Bollard.
      (2)   Color - black.
   (H)   Ash receptacle. Ash receptacles/ash trays, if installed, shall be the following or substantially similar in style and color:
      (1)   Buttler Ash Receptacle.
      (2)   Color - black.
      (3)   Strap mounted.
   (I)   Bike racks. Bike racks, if installed, shall be the following or substantially similar in style and color:
      (1)   Landscapeforms - P1 Bike Rack.
      (2)   Color - black.
   (J)   Sidewalks. Sidewalks, as they are replaced, shall be the following:
      (1)   Concrete with a red brick border similar to the Marie Canine Plaza.
      (2)   Uniform handicap ramps at all intersections.
      (3)   Continuous sidewalks through curb cuts and alleys; the street grade shall slope up to the sidewalk level to keep the sidewalk at a constant elevation.
      (4)   Sidewalk construction shall be in compliance with the standards set forth in Appendix Two and Appendix Three to Ordinance No. 13-2005, which standards are made a part of this chapter.
      (5)   Sidewalks shall not be painted, colored, textured, covered, or dyed with any material, paint, or finish other than the standard color and composition of concrete sidewalks.
      (6)   Sidewalks must be able to support the industry standard of 4,000 p.s.i. and otherwise be constructed in an industry-standard manner.
      (7)   A property that, as of the effective date of this section, has grass planted between the sidewalk and the curb, in lieu of concrete, may continue to maintain that grass and need not replace the grass with concrete and/or brick.
   (K)   Trees and other plantings.
      (1)   No trees, bushes and other vegetation shall be placed on public rights-of-way, including sidewalks, within Downtown Crawfordsville as that area is designated in this section, without the approval of the Board of Public Works and Safety.
      (2)   Any tree, bush or other vegetation planted or placed by a property owner shall be that property owner’s responsibility to maintain and care for in a prudent manner and that person must also comply with any and all city regulations regarding sidewalk standards and other specifications when placing or planting said tree, bush or other vegetation.
   (L)   While not a part of this chapter, further specifications and details of the foregoing are contained in the Crawfordsville Main Street Downtown Streetscape Design Recommendations, dated January 24, 2005. While specific manufacturers are listed and approved herein, nothing in this chapter shall require the use of a particular manufacturer’s product, if a product that is substantially similar in style and color can be located elsewhere.
