§ 32.18 STREET COMMISSIONER.
   (A)   Powers and duties. The powers and duties of the Street Commissioner are as follows:
      (1)   He shall remove or cause to be removed all obstructions to free passage along any of the streets, alleys or sidewalks of the city. He shall, on view or complaint, give notice to any person who may be obstructing any of the streets, alleys or sidewalks, or violating any ordinance of the city prohibiting obstructions in the same, to forthwith remove such obstructions; and on failure of such person to do so, he shall make immediate complaint to the Mayor.
      (2)   He shall exercise a careful supervision over all the streets, alleys and sidewalks, and at each regular meeting of the Council report thereto in writing such improvements, alterations or repairs as may appear necessary to be made in the city.
      (3)   He shall see that all laws, ordinances, resolutions and contracts passed or entered into by the Council regulating or repairing the streets, alleys, or sidewalks, gutters, culverts, or bridges of the city are strictly enforced.
      (4)   He shall have supervision over the cleaning of the streets and sidewalks of the city.
   (B)   Reports. The Street Commissioner shall at each regular meeting of the Council make a general report of all the work done by his department since the last regular meeting of the Council. At the first regular meeting of the Council in January of each year he shall make a full and complete report of all the work done in his department during the previous year, the amount of money expended, and the nature and character of the work done.
