§ 151.04 INVESTIGATION OF APPLICANT.
   The Planning Director, after receiving an application requesting economic revitalization area designation, shall investigate the applicant to determine the best interests of the city, shall hold public hearings thereon if necessary or advisable, and shall thereafter make written recommendations to the Common Council as to the desirability or non-desirability of designating the area described in the application as an economic revitalization area. The Common Council shall make final approval of all applications, and the application shall be attached to the ordinance.
