No person shall operate a skating rink in the city on any floor of any building other than the ground or lower floor thereof, without a permit from the Board of Public Works and Safety. Before the Board of Public Works and Safety grants such permit it shall satisfy itself that the building for which such permit is asked is safe from a structural point of view and will not be detrimental to the public health, safety or morals or become a nuisance. The Board may require the applicant or the landlord to submit plans and specifications for any new structure and plans for renovating or remodeling any existing structure.
