If a complaint is made to the Mayor that any game or place licensed under this section has been conducted indecently or immorally, or that anything of value has been wagered on any game, the Mayor shall forthwith summon the party to whom such license was granted to appear and show cause why the same should not be suspended or revoked, and if on the hearing on such complaint the Mayor is satisfied that the complaint is true, he shall suspend or revoke such license, and such licensee shall not be entitled to receive any part of the fee paid by him for such license.
