§ 31.06 RULES OF PROCEDURE.
   The following rules shall govern the meetings of the Council:
   (A)   Rule 1 — Order of Business. The order of business shall be as follows:
      (1)   Roll call.
      (2)   Reading of minutes.
      (3)   Roll call for questions or suggested additions to the agenda.
      (4)   Reports of standing committees.
         (a)   Finance.
         (b)   Fiscal Affairs.
         (c)   Ordinances and Petitions.
         (d)   Traffic, Parking and Safety.
      (5)   Reports of special committees.
      (6)   Miscellaneous business.
      (7)   Adjournment.
   (B)   Roll call. Roll will be called by the Clerk/Treasurer who will record whether each member is present or absent. If absent, refer to § 31.03.
   (C)   Rule 3 — Reading of minutes. Minutes of the previous meeting will be considered for approval. Any additions or corrections may be made at this time with the approval of a majority of the Council.
   (D)   Rule 4 — Questions or suggested additions. Council members may ask Department Heads attending the meeting questions pertaining to their respective departments. Questions shall be of business nature and avoid personality. Suggested additions to the agenda may be made with the consent of a majority of the Council. Any suggested addition which proposes an ordinance or resolution will be referred to the appropriate Standing Committee unless the Council chooses to meet as a “Committee of the Whole Council”.
   (E)   Rule 5 — Reports of standing committees. Chairpersons of each standing committee will present to Council items which have been assigned to their respective committee, have been voted upon, and have been forwarded on to the Council with one of the following recommendations:
      (1)   Favorable.
      (2)   Unfavorable.
      (3)   No recommendation.
Items previously “laid upon the table” may also be presented at this time.
   (F)   Rule 6 — Report of special committees. Chairpersons of each special committee may be asked by the Mayor or any Council member questions pertaining to their respective committee. These questions shall be of business nature and avoid personality.
   (G)   Rule 7 — Miscellaneous business. Items which do not pertain to standing or special committees shall be placed under miscellaneous business.
   (H)   Rule 8 — Adjournment. All business will cease with the affirmative vote of a majority of the Council to adjourn.
