(A) The Mayor, or in the absence of the Mayor, the President of the Council shall preside at all meetings of the Council.
(B) The Chairperson of each committee will present to the Council business which has passed through their respective committee meeting prior to the Council meeting or that which is passed during a “Committee of the Whole Council”. An agenda of business shall be made available to Council members no later than three calendar days prior to the Council meeting.
