§ 98.034 CLEANING SIDEWALKS; ICE AND SNOW.
   (A)   The owner of any lot adjoining a sidewalk shall keep the sidewalk free from dirt, filth, weeds, or other obstructions to its full width. Upon notice either orally or in writing to such person by the Street Commissioner to clean the sidewalk, such person shall comply with the notice within a period of 48 hours after receiving the notice. If the owner fails to comply with the notice, the Commissioner shall proceed to clear same, and shall make out an estimate of the cost thereof, and demand the cost of the person whose duty it was to clear the sidewalk. On failure to pay the Commissioner shall lay the estimate before the City Attorney, who shall bring action to recover the amount thereof by judgement in the name of the city. (‘85 Code, § 12.12)
   (B)   Any person having the control, management, possession, or ownership of any lot adjoining any sidewalk shall remove any snow or ice on such sidewalk within eight hours during the daytime, after the snow has fallen or ice has formed and frozen. (‘85 Code, § 12.13)
