§ 98.030 OBSTRUCTING STREETS AND SIDEWALKS.
   (A)   No person shall obstruct, either directly or indirectly, any street, alley, curb, gutter, sidewalk, crosswalk, or other public place in the city, with any goods, wares, merchandise, or material between the outer line of the sidewalk and the curb, or obstruct any driveway. This section shall not apply to any person who has been granted a building permit to erect, construct or repair any building. (‘85 Code, § 12.01)
   (B)   No person shall block or impede the free and easy passage of any sidewalk or crosswalk or any alley by standing, collecting or causing to be collected a crowd thereon. (‘85 Code, § 12.02)
