(A) The following standing committees of the Council shall be appointed by the Mayor before the first January meeting of the Council, and annually thereafter, and shall be composed of no less than three, nor more than four members each. The Mayor shall designate one member to serve as committee chairperson. The Mayor is ex officio a member of all committees. Two members constitute a quorum. The standing committees shall be as follows:
(1) Annexation.
(2) Fiscal affairs.
(3) Ordinances and petitions.
(4) Traffic, parking and safety.
(B) The Mayor may appoint such special committees as he deems appropriate and determine the number of members and the Chairperson.
