§ 98.003 CLEATED VEHICLES IN STREETS.
   No person shall drive, pull, or in any manner propel any tractor, engine, or other vehicle upon or across any street, alley or public place paved, surfaced or coated with asphalt or any paving material composed in whole or in part of asphalt, or asphaltic or bituminous surfacing material, which tractor, engine, or vehicle contains lugs, cleats, calks, or other sharp projections on the wheels which come in contact with the surface of such pavement.
