§ 31.02 OFFICERS ATTENDING MEETINGS.
   The members of the Council, the Mayor, the Clerk-Treasurer, Chief of Police, Street Commissioner, City Attorney, City Engineer, City Park Director, City Planning Director, Sewage Treatment Plant Manager and Chief of the Fire Department shall be present at each regular meeting of the Council.
