§ 73.36 INSPECTION OF BICYCLES, MOTORIZED BICYCLES AND MOTOR SCOOTERS; ISSUANCE OF REGISTRATION.
   (A)   The Chief of Police upon receiving a proper application therefor is authorized to issue a registration for a bicycle, a motorized bicycle or a motor scooter.
   (B)   The Chief of Police shall not issue a registration for any bicycle, motorized bicycle or motor scooter when he knows or has reasonable ground to believe that the applicant is not the owner of or entitled to the possession of such bicycle, motorized bicycle or motor scooter .
   (C)   The Chief of Police shall keep a record of the number of each registration, the date issued, the name and address of the person to whom issued, and the number on the frame of the bicycle or the serial number of the motorized bicycle or motor scooter for which issued, and a record of all bicycle, motorized bicycle or motor scooter registration fees collected.
   (D)   The Chief of Police, or a police officer assigned such responsibility, is authorized to inspect each bicycle, motorized bicycle or motor scooter before registering the same and may refuse a registration for any bicycle, motorized bicycle or motor scooter which that officer determines is in unsafe mechanical condition.
