§ 71.81 OPERATION ON PUBLIC PROPERTY.
   (A)   No person shall operate an electric personal assistive mobility device within the public right-of-way of any street or alley within the city except as allowed under this section.
   (B)   On city streets and alleys, electric personal assistive mobility devices shall be operated only:
      (1)   On the shoulder of the roadway or, in the absence of an improved shoulder, on the right-hand-most portion of the roadway and in the same direction as the street traffic on that lane of the roadway;
      (2)   While displaying a reflective slow moving vehicle emblem in accordance with I.C. 9-21-9-3 or a red or amber flashing lamp in accordance with I.C. 9-21-9-4;
      (3)   At times required by Indiana statute for motorists to use headlights on motor vehicles, with at least one forward-facing headlight and one rear-facing taillight in operation and turned on; and
      (4)   In conformity with all state laws and local ordinances, including all traffic laws that would otherwise apply to motor vehicles.
