§ 71.45 BLIND PEDESTRIANS.
   (A)   For the purpose of guarding against accidents in traffic on the public streets it shall be unlawful for any person, except persons wholly or partially blind, to carry or use on the public streets in the city any canes or walking sticks which are white in color or white with red end or bottom.
