(A) No person shall operate a motor vehicle in any public playground, park or golf course in the city other than upon roadways or parking areas provided for such purpose except for the following:
(1) Park maintenance or emergency vehicles.
(2) Golf cart vehicles which have been registered with the Park Department.
(B) No person shall operate a motor vehicle in any public park in the city at a speed in excess of 20 miles per hour nor in excess of any posted speed limit.
