Special agreements and arrangements between the city and any person within the jurisdiction of the sewage system may be established within the terms and intent of this chapter when it is shown to the satisfaction of the city, unusual or extraordinary circumstances compel special terms and conditions whereby an unusual wastewater may be accepted for treatment, subject to payment of applicable fees.
