No alteration or change, except as set forth under § 50.26, shall be made in wiring and permanent electrical installations of any building which will presently or potentially constitute an addition in load of 700 watts or 875 volt-amperes, whichever is the lesser, without securing from the City Electrician or competent person delegated by him, a written permit therefor, and no installation in any building possessing no electrical installations or wiring shall be made without first securing written permission therefor. The City Electrician may require a written description or diagram of such wiring before such permit is issued.
