On the first day of each month there shall be transferred to the Cash Reserve Fund of the city’s electric plant, out of any surplus cash earnings of the utility not less than $3,000 per month, as determined by the governing body of the utility, to be available for the use of the general fund of the city and for such other purposes as are permitted by state law.
