(A) Appointment. The Utility Service Board shall appoint a manager of the city’s electric plant, who shall be subject to the direction and control of the Utility Service Board of the city, and who shall serve for such compensation as may be provided by the Board.
(B) Management. The Manager shall manage and supervise the operation of the city’s electric plant and shall make accounting of all sums of money coming into his possession to the Clerk-Treasurer.
(C) Duties of Manager. The Manager shall have general supervision over, and he is hereby authorized, empowered and directed to regulate and determine the placing, stringing and attaching of all electric light and power or other wires in the city so as to cause as little obstruction, either to travel in the streets or to the use or enjoyment of private property, as possible, and to compel the joint use of poles wherever practicable, and so as to prevent fires or injury to person or property, and to cause all such wires and all electrical appliances to be so placed, constructed and guarded as to not cause fire or accident or endanger life or property.
(D) City Electrician. The Manager shall, by virtue of his office, be the City Electrician and shall perform all duties of the City Electrician as provided in this code. The term “City Electrician” as used in this code shall be construed to mean the City Electrician or his legally designated representative, the Electrical Inspector, in regulatory cases. Such Electrical Inspector as designated by the City Electrician will at all times be an active member of the organization known as the International Association of Electrical Inspectors.
