§ 35.31 DOWNTOWN SIDEWALK GRANT FUND.
   (A)   There is hereby created the Downtown Sidewalk Grant Fund (the “Fund”) within the city, which shall be funded with Community Development Block Grant monies received from the State of Indiana for the downtown sidewalk improvement project scheduled for 2007, plus matching funds of the city committed for this project and such other revenues as the Common Council may allow by ordinance, from time to time in the future.
   (B)   The purpose of the Fund is to pay all expenses of the foregoing downtown sidewalk project and such other lawful expenses as may be authorized by state law and city ordinance.
   (C)   The Board of Public Works and Safety shall be the body which approves expenses from this fund, and which signs claims from the Fund to be submitted to the Clerk-Treasurer.
