§ 35.74 ARP CORONAVIRUS LOCAL FISCAL RECOVERY FUND.
   (A)   Established. The Crawfordsville ARP Coronavirus Local Fiscal Recovery Fund (the Fund), Fund 176, as required by the ARP for the use of the funds provided to the city, under a payment made under Section 603 to cover costs incurred by the city, by December 31, 2024, is hereby established.
   (B)   Purposes. The Fund may be used for the following purposes:
      (1)   To respond to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19) or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality;
      (2)   To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible city workers that are performing such essential work, or by providing grants to eligible employers that have eligible workers who perform essential work;
      (3)   For the provision of government services to the extent of the reduction in revenue of such city due to the COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year of the city prior to the emergency; or
      (4)   To make necessary investments in water, sewer, or broadband infrastructure.
   (C)   Fiscal administration. The City Clerk-Treasurer will serve as the custodian and auditing agent for the Fund and is hereby authorized to oversee the Fund’s administration.
   (D)   Receipts. Monies deposited to the Fund are intended to be limited to ARP funds received by the city under Section 9901 of the ARP Coronavirus Local Fiscal Recovery Fund.
   (E)   Non-reverting fund. All monies in the Fund at the end of the calendar year shall not revert to another fund, but must remain in said Fund as a separate non-reverting fund.
   (F)   ARP plan. The Mayor and the Common Council will develop a plan that will detail the specific uses of the Fund. This section and the plan may be amended as any other ordinance or plan as long as the amendment complies with the ARP.
