§ 157.05 INSTALLATION AND ATTACHMENT REQUIREMENTS.
   (A)   The following requirements apply to § 157.01 through and including § 157.04.
      (1)   Any installation must use all design and concealment methods and techniques to minimize visual impacts, including consolidating equipment on the wireless support structure to reduce visual clutter along with the concealment of housing being the same color of the structure that it is attached to.
      (2)   If attached to a pole, the shielding or enclosure must be no more than the circumference of the pole at the point of attachment and, if attached to the top of the pole, designed to appear like a continuous vertical extension of the pole. Antennas must not extend more than 36 inches in length, extending vertically from the base of the antenna, either at the top of the pole or structure, or on the related equipment housing.
      (3)   All wires or cables must be located inside the wireless support structure if possible and all visible wireless equipment of a wireless service facility or small cell facility placed on a wireless support structure, including antennas, must be painted with non-reflective paint of the same color as the structure on which it is sited.
      (4)   All equipment must be properly grounded and installed in accordance with applicable NEC, NESC, and Crawfordsville Electric Light and Power's construction standards and requirements.
      (5)   All small cell facility or wireless facility installations must be equipped with an appropriate visible disconnect means (switch) that is clearly identified and is accessible to public power utility and emergency service personnel.
      (6)   All wireless facility and small cell facility equipment and antenna installations shall be consistent with NEC, NESC, and Crawfordsville Electric Light and Power's construction standards and guidelines along with all other applicable federal, state, and local orders, codes, rules, and regulations. Including:
         (a)   Climbing space;
         (b)   Clearances between power and/or other attachments;
         (c)   Required distances for separation between pole and equipment;
         (d)   Required distances for separation between equipment.
   (B)   No ground mounted enclosures, including backup power supply, are allowed. All equipment located within the public right-of-way must be located such that it meets ADA requirements and does not obstruct, impede, or hinder usual pedestrian or vehicular travel.
   (C)   All wireless facility and small cell facility equipment will be removed and relocated at no cost to the city. If the city is forced to remove wireless facility or small cell facility equipment due to abandonment or misuse or in an emergency to protect property or person, then the owner of the equipment will be required to reimburse the city for its actual cost and expense of removal within 30 days of receiving an invoice for the same.
