(A) The Common Council of the City of Crawfordsville, Indiana (the Council) now deems it to be in the best interest of Crawfordsville, Indiana (the city) and its citizens to afford a maximum opportunity for rehabilitation, redevelopment, or economic development of areas within the city by establishing a redevelopment authority.
(B) The Council hereby establishes the Crawfordsville Redevelopment Authority.

BICYCLE AND PEDESTRIAN CITIZEN ADVISORY COMMITTEE
(A) The Crawfordsville Bicycle and Pedestrian and Citizen Advisory Committee is hereby created.
(B) The purpose of the Crawfordsville Bicycle and Pedestrian Citizen Advisory Committee is to promote and encourage bicycling, walking and running in a safe and efficient manner in the City of Crawfordsville for the purpose of health, recreation and transportation.

(A) The Committee shall consist of eleven members, appointed by the Mayor:
(1) One designee of the Director of the Department of Planning and Community Development serving as the City's Bicycle and Pedestrian Coordinator and Crawfordville Bicycle and pedestrian Citizen Advisory Committee's staff support;
(2) One member of the Crawfordsville Common Council;
(3) One citizen interested/engaged in recreational-cycling;
(4) One citizen interested/engaged in recreational running;
(5) One citizen interested/engaged in recreational walking;
(6) Two members of the Mayor's Youth Council; and
(7) Four additional appointments of Crawfordsville or Montgomery County residents who are interested in serving as a member of the Committee.
(B) The initial terms of the members will be staggered. All subsequent terms will be for two years.
(C) Any vacancies will be filled by an appointee of the Mayor for the balance of the term.

The Committee will meet at times and places as agreed on by the Committee. The Committee must advertise all meeting times and places under Indiana law. In any event, the Committee must meet no less than six times per calendar year on a bi-monthly basis. The Committee will organize and begin meeting January 2019.

The duties of this Committee will be:
(A) To serve as a citizen's forum for discussion and recommendation of improvements to existing facilities and planning of new projects concerning safe access for cyclists, pedestrians and runners;
(B) To prepare reports and recommendations to the Mayor, Common Council and Board of Public Works and Safety as needed, concerning the needs of cyclists, pedestrians and runners within the city;
(C) To foster and promote safety programs, events, and education for all forms of transportation and users; and
(D) To encourage implementation of recommendations in the Crawfordsville Parks Master Plan (adopted by Park Board Resolution 2-2014) and the Crawfordsville Bike and Pedestrian Master Plan (adopted by Council Resolution 21-2014).
