§ 35.03 PROCEDURE FOR APPROVING TRANSFERS BETWEEN FUNDS AND ADDITIONAL APPROPRIATIONS.
   The approval of transfers between funds and additional appropriations shall be handled in accordance with the following procedure:
   (A)   (1)   Transfers by departments between funds in the same major account category (i.e. 110 to 120) will not require any action or approval by the Council.
      (2)   For such transfers the request for transfer will be presented by the department head to the Clerk-Treasurer and may be made if the appropriated funds are available.
   (B)   Transfers between major account categories (i.e. 210 to 340) regardless of the amount must be approved by a majority of the Common Council and shall be approved by resolution.
   (C)   Any additional appropriations to any department budgets shall be approved by ordinance after required publication of notice.
